前，世界各地很多服务提供商采纳了TM论坛的TOM2.1业务架构模式，TOM已经成为服务提供商运营管理的工业标准。但是，TOM存在两点不足之处：TOM只包含了运营管理过程，而没有覆盖整个企业的业务过程；TOM没有充分考虑到电子商务和Internet对业务环境的影响以及运营商业务关系的越来越复杂性。针对于此，ETOM以TOM为核心，对这两方面进行了扩展。
