中国信息通信研究院已连续五年发布数字经济白皮书，测算方法被纳入G20《数字经济测算工具箱》，测算结果被广泛引用。2018年，在延续以往研究的基础上，本白皮书体现了数字经济由“两化”（数字产业化、产业数字化），扩展到“三化”（数字产业化、产业数字化、数字化治理）的发展过程。同时，白皮书对产业数字化转型进行了深入研究，对数字化转型的内涵、机理等进行了分析，并根据行业和企业数据库，测算了典型行业数字化转型潜在空间，希望研究成果能对社会各界提供借鉴和参考。

Digital hubs are emerging around the
world: Besides San Francisco and Silicon
Valley, which have been digital pilgrimage
sites uncontested for decades, many pio-
neers have also long since been moving to
cities such as Austin, Tel Aviv or Shanghai.
When it comes to digital innovations and
the best brains who create these innova-
tions, cities need to offer much more than
just a fancy image – it is about their sustain-
ability as business locations.
