最近搞matlab的libsvm安装，要编译器，直接整理了用过的工具包。 MinGW-W64的离线安装包。在线安装往往速度超慢，特地准备这个离线包免去在线安装的麻烦！另外附上在线安装包，全都可以用，只是国外的服务器连接很慢。 里面还有TDM-GCC的在线、离线安装包。
