由于无政策限制权限文件（local_policy.jar、US_export_policy.jar）,会导致在使AES,ElGamal等加密算法是，密钥的长度受到限制，用这个文件（jkd1.8）替换掉\Java\jre1.8.0_91\lib\security下的（local_policy.jar、US_export_policy.jar）这2个文件就ok了。
